The change, explained
What changed
For decades, your municipality ran recycling. Now Ontario's Blue Box program has moved to the producers — the companies that make and sell the packaging — under the Resource Recovery and Circular Economy Act. Recycling is coordinated through a new province-wide collection system run by organizations such as Circular Materials, alongside Ryse Solutions, Landbell Canada and EnvironFocus. It now sits separate from your garbage, organics and yard waste, which still come from your municipality.
Why it changed
The idea is producer responsibility: the companies that put packaging on shelves now pay for and operate its recycling, instead of municipalities and property taxpayers. The province expects municipalities to save more than $200 million collectively, and over time to move everyone onto one standard, province-wide list of what's accepted — the goal being to recycle more materials, more consistently.
What it means for you
Your recycling may now have a different operator than it used to — and a different collection day than your garbage. The list of what belongs in the blue box is being standardized, so rules you've followed for years may have quietly changed. And depending on your community and when it switched over, the who, the when, and the what can all be new.
